Talgat Kurmanovich Akimzhanov was born on January 2, 1960, in the village of Novo-Timofeevka (now Sarybel), Samar District, East Kazakhstan Region.
Married, has a daughter and a son.
Citizen of the Republic of Kazakhstan. Higher education, specialization – lawyer.

He teaches specially designed courses on pressing issues of criminal law and criminology in the master’s and doctoral programs at Turan University and actively participates in international scientific and practical conferences in Kazakhstan and Russia.
Scientific Work
Author of over 450 scientific publications, monographs, textbooks, and teaching-methodical manuals on issues of criminal law, criminology, and penal law, including 21 indexed in WoS and Scopus databases.
Research Interests
His academic interests cover criminological and legal problems of combating organized crime, its connection with economic crime, juvenile delinquency, professional and repeat crime, economic security issues, as well as the effectiveness of criminal punishments and their enforcement in the penal system.
He places great emphasis on enhancing his professional qualifications.
- April 28 – May 11, 2018: Attended a professional development course in Tokyo, Japan – “Experience and challenges of internationalization of higher education in Japan” at the University of Tsukuba (72 hours)

Scientific Project Leadership
He leads sections of the research initiative: “Current Issues of Kazakhstani Legislation Development in the Context of the Implementation of the Legal Policy Concept of the Republic of Kazakhstan until 2030 (Stage 1)” (2022–2026), including:
1. Solving problems of increasing the effectiveness of criminal penalties in the formation of the rule of law and democratization of social relations
2. Combating organized crime as a source of threat to national security of the Republic of Kazakhstan
Grant Activities
Actively participates in annual grant competitions of the Ministry of Science and Higher Education of Kazakhstan. From 2017 to 2024, he prepared and submitted 10 applications.
In 2024, under his scientific supervision, a grant was won under project IR BR249004/0224 – “Study of operational-search activities in the internal affairs system for identifying, preventing, and suppressing drug distribution carried out through non-contact means.”
